This project aims at developing knowledge and tools that Member States can use when making decisions and implementing the ABC systems at the border crossing points. Key objectives are to further identify and develop best practice guidelines and capability tools with regard to ABC solutions for border checks and to support the European Commission in the development of theSmart Borders concept.
This project pursues the identification of best practices in border checks at land BCPs. In 2012 the focus was on border check procedures and international cooperation at the external land borders. In 2013 the project is exploring additional areas, namely the performance of VIS checks at land BCPs,the human machine interface of border control equipment, border checks at railway BCPs, and cooperation between border guards and customs.
The aim of the project is to set up a persistent connection of National Coordination Centers and Frontex through a ’lean’ common interest geo-tagged information sharing network (fully extensible) and on the facilitation of ’information trade’ between the different nodes in the network.
The aim of this project is to develop Real-time News Event Extraction Framework capable of extracting structured information (Who did what to whom, when, where and why?) on border security-related events from online news in order to explore the usability of cutting-edge Information Extraction technology in the process of border security intelligence gathering.
The Passenger Analysis Model (PAM) is a conceptual business model and framework for the development of Passenger Information Units (PIUs) in the EU. It is the product of work led by Frontex, which builds on the knowledge and best practices from those states which are well experienced in intelligence-driven passenger analysis activities. Although developed with a border control mission in mind, it may easily be adapted to serve other concurrent government missions as well.
This project focuses on secure and interoperable communication solutions for improving interaction capabilities between different stakeholders in the border management at strategic and operational level.
To meet border surveillance challenges STREAMS integrates a range of different activities covering a wide spectrum going from platforms and sensors to create a local tactical picture at a specific location to the sharing, fusion, and exploitation of that local picture at regional, national, and EU level. Demonstration projects would be needed to test different system configurations, establish acceptable levels of safety and develop the technology needed to achieve the required control and safety levels.
The project proposes to bring the European ongoing and new border security research projects to the attention of the relevant stakeholders, in order to put the real needs under the light of research, thus ensuring that the projects’ results will best serve the requirements of border security.
The project proposes also to contribute to the capacity building process bringing to the attention of the Border Guard Authorities new and innovative approaches (e.g. Pre-Commercial Procurement instrument) designed to acquire research and development services and related results, with the purpose of steering the development of new innovations towards their needs.
UAV Based Innovative Means for Land and Sea Non-cooperative Vehicle Stop (AEROCEPTOR) is aimed at development of a new and innovative concept of operation to remotely and safely control, slow and stop non‐cooperative vehicles in both land and sea scenarios, by the means of Remote Piloted Aerial System (RPAS).
The S&T program goal is to develop reliable algorithms to clas-sify targets crossing the buried tripwire without the use of im-agers. The buried tripwire can detect low flying aircraft, ve-hicles, all-terrain vehicles and animal activity as well as personnel.
Online Cloud-based Platform for Efficient and Robust Face Recognition Servi (CLOUD) project aims to develop and deploy an efficient cloud-based plateform providing robust face recognition services. The project will also focus on the investigation of three novel face processing technologies: head pose estimation, gender recognition and facial feature localization. This Software as a Service platform has both the advantage to provide a convenient and efficient access to the latest face recognition services, as well as to significantly facilitate maintenance and upgrades of the core technology engine. Project is coordinated by idiap research institute.
